I need a good camera for sports photography and for photos of people who walk around, which is best?

I have used a point-and-shoot all this year, and everything is blurry. I like to take photos of sports and of the political candidates when they come to town, but they always walk around the stage. I wanted to know if 3 fps is good enough for sports and for people walking. because I don’t want to spend more than around 700 bucks. thanks
I am looking more for a D-SLR, not another point-and-shoot.

For all types of shots including sports and portraits look here for 700 or less you httpwwwflickrcomcamerasnikond40.
An 1855mm and 55200mm lens for all types of photos that people have submitted just type in the d40 currently the d40 currently the subjects that people have submitted.
The subjects that interest you can get nice entry level dslr like nikon.
